As owner’s engineer, we operate as an expert representative of the project owner or lender. In this role, we provide the project management and quality assurance services required to deliver the project to plan.

Working as owner’s engineer, we reduce project risks and ensure quality. We also manage costs and control schedules to deliver projects to on time and on budget.

Owner's Engineer Overview

As owner’s engineer, we are your expert representative on site and through every stage of your project. It is our job to review all design and contractors’ documentation, ensuring fitness for purpose and monitoring adherence to specification.

Regular site inspections are undertaken to monitor the entire construction process, making sure the project progresses safely to plan and budget. We continue to represent your interests all the way through to commissioning and handover, confirming all operational and quality standards are met.

Our experience in developing, constructing and operating renewable energy projects since 2009 gives us the proven, real-world expertise to deliver the results you expect with no unpleasant surprises.

In the last decade, Locogen has successfully delivered over 100 renewable energy generation projects. These encompass onshore wind, PV and hydro projects and are now featuring storage and green hydrogen. We have worked with commercial developers, landowners and community groups to deliver projects across the UK.

Our work typically includes: purifying the planning conditions, managing the grid connection, managing the wind turbine procurement, arranging all survey works, procuring and managing site works design and delivery, preparing lease plans, managing the construction phase of the project, arranging all operational contracts for the project. In reality, and as our case studies below show, we have worked on sites at various stages. Hence, we offer additional support to our project management service in acting as owner’s engineer and lender’s engineer to sites that require it.

Acting as the owner’s engineer, we further ensure the works are constructed in accordance with the planning and other statutory conditions of consent, the technical specification in the contracts and industry standards. Depending on the scale of the project, we can offer a full-time site engineering team to oversee the construction works.

Owner's Engineer Case Studies

Kirk Hill wind farm – 8 turbine wind farm site

Locogen acted as OE for Kirk Hill Wind Farm and this work included amongst other things:

  • Preparing and updating a programme
  • Cash flow
  • Risk register and issues register for the project

As OE, Locogen coordinated project meetings with the suppliers and the Client during the design phase and through construction to ensure the project ran smoothly. This included regular telephone/Teams conferences during the design phase and Teams calls and site meetings during the construction phase. It shall also include ensuring all elements of the design interface correctly.

This project had specific difficulties to deal with such as private water supplies onsite and offsite access issues for abnormal loads that Locogen assisted dealing with.

Locogen also took on the role of principal designer under the CDM Regulations.

Arbikie Distillery – single wind turbine powering an electrolyser

Locogen acted as OE for Arbikie Distillery and this work included amongst other things:
